About the Association

The Hong Kong Clinical Psychologists Association (HKCPA) is registered in 1980 as a lawful organization that functions as a trade union to promote the interest of members. Members consist of qualified Clinical Psychologists working in Hong Kong. Over the years, the Association works to promote the mutual understanding between Clinical Psychologists and their employers, and expresses concerns on conditions of employment to employers in order to protect the interest of members. Besides, the Association also organizes professional activities for members such as visits and seminars.

Since its establishment, the HKCPA has relied on enthusiastic members to serve in the Executive Committee. In 2008-09, there are five Ex-co members coming from different work settings. They work together to create new ideas for the benefits and welfare of members. Want to know what functions were held in the past year and what is coming? Please go to the Activities. If you have any views or enquiries, please Contact Us.

Professional Indemnity Insurance Scheme

What is the Professional Indemnity Insurance (PII) Policy?

This policy is tailor-made for HKCPA members to cover for indemnity arising from breach of professional duty in employment as a clinical psychologist.

Insurance Company:
Allianz Insurance (HK) Ltd. It is a Germany based international insurer and is the top three largest insurers in the world. Website is at www.allianz.com and www.allianz.com.hk

What are the characterisitcs of this policy?

Insurance period is 1 Jan to 31 Dec of each year (both days inclusive).

Highest indemnity covered per case (limit of liability per case) is HK$10 million.

Total indemnity covered per year (for all claims made per year) is HK$20 million.

Any legal costs (consultation or defense costs and expenses) incurred will be deducted from the total indemnity covered per year.

The policy is on a claim made basis (the time a claim is submitted) and not on a claim occurrence basis (i.e. when the act of negligence was made).

Covers claims for libel and slander arising out of the conduct of professional duties.

Coverage to the estates or legal representatives of the Insured in the event of death or incapacity.

Covers liability of insured members (acting in the capacity of a CP) in a committee.

For those who retire from HKCPA (and stop being CPs), they will be covered against breach of professional duty committed during the working period if the claim is only first known to insured during insurance period.

For each established claim, the Insured responsible has to pay the first HK$10,000.

What are the exclusions (things or acts not covered)?

All acts under the influence of intoxicants, drugs, alcohol etc.;

All acts of gross negligence;

All acts of dishonest, fraudulent, criminal or malicious nature;

Malpractice incidents that are known or pending prior to the Insured’s joining this scheme;

Territorial jurisdictional cover: worldwide except US & Canada;

Duty assumed by the Insured not in the normal conduct of the Insured’s profession as CP; and

All loss incurred due to internet operation, terrorism and asbestos.

Who should subscribe to this policy?

Anyone employed as clinical psychologist should do so.

What are the requirements for joining?

At the time of application, each subscribing member should fulfill the following 3 conditions:

1. Has fully paid-up the HKCPA annual subscription fee of the year insured;

2. Has fully paid-up the annual membership fee of both Hong Kong Psychological Society (HKPS) and Division of Clinical Psychology (DCP); and

3. Agrees to abide by the rules and regulations (including Code of Professional Conduct) of DCP & HKPS.

When should a CP subscribe or renew the subscription?

HKCPA recommends members to subscribe as soon as they start working as CPs.

Renewal of the Master Policy will normally take place prior to the expiration of the existing policy. If for administrative reasons, renewal of the Master Policy for the following year cannot take effect by 1st Jan of the following year, the Insured Members (known subscribers) will still be covered during the grace period until the Master Policy is renewed (subject to Insurance Company's agreement). When the Master Policy is renewed, it will be retroactive to 1st day of that year.

Insured members are advised to renew their subscription immediately upon receiving notice from HKCPA.

What are the costs for subscribing the PII (2007)?

Full year subscription: HK$1,500 premium fee to the insurance company, and HK$200 administration fee to HKCPA.

Half year subscription (effective 1 July 2007 onward): HK$750 premium fee to the insurance company, and HK$200 administration fee to HKCPA.
